Put the three tablespoons of olive oil in the bottom of a 3 quart saucepan. Heat the oil over medium heat and when it is hot, add the garlic to the oil. Sautee the garlic until it is golden brown.
Pour the rice into the hot oil and turn it to coat it all over with oil. Continue to cook the rice for a minute or two longer, stirring all the while.
Zest the lemon into the rice and add the juice of the lemon to the pan. Stir in the dried oregano and the onion powder.
Add the warm chicken broth.
Turn the heat up to bring the pot to a boil, and then reduce the heat to low and simmer it. Put the lid on the rice and continue to simmer it for about 15 minutes.
Take the pan from the heat and let it sit covered for about 5 minutes. Squeeze the remaining lemon over the rice and taste it, adding salt and pepper as needed. You may need to stir it to distribute the seasonings into the rice.
Add the chopped fresh oregano and the chopped fresh parsley to the rice and finish the dish with a splash of olive oil.
Serve the rice, hot.
